Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been defused. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of aerial bombardment on Kyiv.
The Rhythm of Peace Talks and Military Action
The sequence of opposing developments captured the bleak nature of the current period. By day, political struggles are conducted: positive announcements are delivered from different nations. Immense energy is allocated on managing specific proposals. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "resolution".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting projectile deployments from Russian territory, a ability afforded by up-to-date information. From observation points, Ukrainian air force fighter jets that had been deployed to engage hostile aerial threats roared overhead – advanced fighter aircraft provided to Ukraine by NATO members.
Soon thereafter, Kyiv's anti-aircraft weapons thundered: defensive missiles fired to intercept a hostile projectile. This was a advanced protection mechanism at work, probably supplied through partner states. Every launch jolts you unexpectedly, causing tremors. The instant of fear quickly gives way to grim resignation: maybe the incoming missile won't hit its mark this time, preventing destruction from devastation and further power outages.
Continuous Dangers
Not long after, a heavy machine gun fired at a drone close by, part of a rapid response unit – probably allied-provided weaponry. Sadly, the bullets missed the enemy aircraft – it continued its flight toward its target.
With pauses, this persisted until dawn. Kyiv greeted the early updates: several casualties, devastation and utility failures in multiple buildings as a result of the nocturnal offensive. As typically, everyone still went about their day – living the war. But those entire period demonstrated Ukraine's essential dependence on external assistance – a reliance that European nations are demonstrably unable to replace in the short term.
Failed Diplomacy
The comprehensive proposal from Washington provoked deep reactions, controversy and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.
Every new proposal from Washington adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually win the battle. This trend will, no doubt, continue.
Strategic Calculations
It is easy to blame specific actors of persistently promoting Moscow's conditions. But that does not seem to be the whole story. US administration functions according to a principle understood by international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The American government assumes that it is unrealistic to pressure the Kremlin to relinquish the areas that it presently holds in Ukraine's southern or eastern regions.
The challenge is that while accepting these circumstances, Washington does minimal to prevent Kremlin actions, through statements or actions, from thinking that the current condition will not evolve additionally in its benefit in the near future.
Divergent Views
Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their motivation to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's leadership remains highly assured in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing people and territory but avoiding a complete military breakdown until conditions improve in its favour.
Present Conditions
Realistically, there are no real preconditions for a truce. Now, individual motivations are entering the equation: political desires to broker a ceasefire and secure international recognition, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unworkable, so that their focus does not switch to domestic problems. And although their task will now be significantly challenging after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.
These two forces are guiding negotiations.
Conclusion and Outlook
It took a just a single week to eliminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, recent disclosures, all did their job.
While new initiatives based on previous concepts are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and show certain reluctance to change the course of events, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, largely rely on ongoing international assistance.
